FDA Allows ZYN to Claim Lower Risks Than Cigarettes
The US Food and Drug Administration (FDA) has authorized 20 ZYN nicotine pouch products to carry a specific modified risk claim. The orders mark the first modified risk authorizations granted to nicotine pouches. The FDA issued the orders to Swedish Match USA on June 30 after an extensive scientific review. It examined relative health risks, consumer understanding, youth-use data and the possible impact on the wider population. The authorization applies only in the United States and only to products named in the orders. Exact FDA-Authorized Risk Claim The products may now carry this statement: “Using ZYN instead of cigarettes puts you at a lower risk of mouth cancer, heart disease, lung cancer, stroke, emphysema, and chronic bronchitis.” The decision covers ZYN Chill, Cinnamon, Citrus, Coffee, Cool Mint, Menthol, Peppermint, Smooth, Spearmint and Wintergreen. The FDA says completely quitting tobacco provides the greatest health benefit for adults who smoke. Swedish Match must conduct post-market surveillance and studies on consumer behaviour and understanding of the risk information. The orders expire after five years, although the company may apply for renewed authorization. The FDA may withdraw them earlier if continued marketing no longer benefits public health. A significant increase in youth use could trigger such action. First MRTP Orders for Nicotine Pouches The ruling makes ZYN the first nicotine pouch product to secure FDA Modified Risk Tobacco Product orders. PMI said the claim took effect immediately, but the authorization has no legal force outside the United States. Philip Morris International said its smoke-free products were available in more than 105 markets at the end of 2025. The company estimated that over 43 million legal-age consumers used them worldwide. Its smoke-free business generated 43% of total net revenue during the first quarter of 2026. David Eisenman of UCLA said, “Cooling is the number one most important approach to reduce the health risks of heat – and often what’s required is air conditioning, or active cooling.” Research suggests air conditioning prevented about 195,000 deaths among people over 65 in 2019. In hospitals, cooling can reduce mortality by up to 40% during extreme heatwaves. Authorities therefore treat cooling failures as critical incidents. The 2003 French heatwave showed the danger and caused about 14,800 excess deaths. Researchers later reviewed more than 340 heatstroke patients across 80 French intensive-care units. Passive measures such as shade, white roofs and insulation can reduce cooling needs. However, University of Leeds engineer Catherine Noakes warned, “We’ve gone past being able to do it all passively, particularly in cities.” The challenge is to expand life-saving cooling without worsening the crisis driving extreme heat. Belfast’s system points toward efficient machines, cleaner power, public cooling spaces and heat-resistant building design. Pew researcher Laura Silver linked the conflict to worsening perceptions of Washington. “There was just an actual relationship between the outbreak of the war and the sense that the US is just not contributing to peace and stability and that people have less confidence in Donald Trump,” she said. Silver cited Trump’s demands to control Greenland, the US raid that captured Venezuela’s leader Nicolás Maduro and Washington’s handling of the Israeli-Hamas war in Gaza. “The US has done a lot in terms of global engagement in recent months to years that is not being perceived positively internationally,” she said. China benefited as memories of COVID-19 faded. “By comparison, we know that China is seen to be a more reliable partner in many places. It’s more likely to be seen to contribute to global peace and stability,” Silver said. Xi leads Trump in 22 countries People in 22 surveyed places rated Xi Jinping more favourably than Donald Trump. These included Canada, Mexico, France, Germany and the UK, although confidence in both leaders remained low. Pew said China had never held a significant advantage during 20 years of tracking global opinion. Canada recorded a shift. Positive views of the US fell from 57% in 2023 to 33%, while China’s rating rose from 14% to 44%.
