CDA Changes Islamabad Plot File Rules. Who Can Now Order a Check?

The Capital Development Authority (CDA) has tightened its rules for verifying Islamabad plot files after finding that officials ordered checks in some cases without sufficient grounds. Officials must now obtain approval from the Director General (Land and Estate Management) before they start checking a plot file’s authenticity.

The Office of the Member (Estate) issued the directive on November 5, 2026. It identified cases in which Land and Rehabilitation Directorate officials initiated verification without clear justification or objectively established grounds. The office said such checks can delay property cases and inconvenience applicants.

CDA sets a three-day target per desk

The directive also tasks the director general with setting and formally notifying timelines for completing plot file verifications. Those timelines must also cover applications for No Demand Certificates (NDCs) and other property matters handled at the relevant desks.

The CDA wants officials to move files along so that, preferably, none remains pending at a single desk for more than three days. That target applies to the time a file spends at each desk. The director general will set the timelines for completing the relevant procedures.

The authority says the measures aim to improve administrative efficiency, resolve property cases on time and prevent avoidable delays in its Estate Wing. They address two points in the process: the decision to start an authenticity check and the time files spend at each desk.

How No Demand Certificates fit into property transfers

The CDA’s published property manual requires a No Demand Certificate before the transfer of a plot or property. An allottee or an attorney whom the CDA recognises can sign the application and submit it through the One Window Operation Directorate. The manual calls for attested copies of the allotment or transfer letter and the applicant’s identity card. An attorney acting under a general power of attorney must also provide the CDA’s acceptance letter.

When reviewing an NDC application, staff check the property title and whether the applicant has cleared outstanding dues. They also look for litigation, court orders, mortgages or other restrictions that could affect the transfer. The manual provides for the certificate to reach the One Window counter within seven days of application if no transfer restriction applies.

The CDA lists a separate set of documents for the transfer itself. These include the original allotment or offer letter, attested identity documents and photographs of both parties. Its procedures also list a transfer fee and an indemnity bond. Clearance requirements vary with the property, and the CDA exempts vacant plots from the Revenue Directorate’s clearance requirement.

For applicants whose cases need a plot file authenticity check, the November 5 directive places that decision with the director general. It also requires the office to publish processing timelines for verification, NDC applications and other property cases.
